Alternative Teacher Compensation Systems
Dr. Emilio Landolfi
What is a good teacher worth? Can compensation plans play a role in encouraging quality teaching and learning? This report examines emerging alternative approaches to the standard compensation structure found in most Canadian school districts. Descriptions of five different pay models and nine detailed case studies illustrate how jurisdictions have created plans to seek to reward professional teaching practices that promote quality instruction.
Through his analysis of current research, practice and promising innovations, Landolfi provides a better understanding of the relationship between compensation structures and other aspects of teaching and learning. The report explores the limitations of 'merit pay', the components of skills and knowledge-based pay, and the dynamics of cooperative performance incentive plans. The case studies offer practical insights into the challenges of creating and sustaining the new models.
The 95 page report concludes with factors that Canadian policymakers should consider when designing, implementing and administering effective alternative teacher compensation programs for the future.
Dr. Landolfi obtained his doctorate from the University of Toronto and is himself an educator with over a decade of experience in the public school system.
