Choice in Urban School Systems: The Edmonton Experience
Patrick Maguire
Maguire's study of metro Edmonton offers research based solutions to practical problems in the design and implementation of school choice plans. Conducted in 2005-06, this research examines stakeholder experiences in a city known for its diversity of educational options for families.
Data collection included a random telephone survey of 600 parents, parent focus groups, interviews with district officials and school staff, the preparation of four school case studies and the review of relevant statistics and policies in all education sectors in the city. The findings present rare Canadian evidence on school choice policies and their impacts.
The 103-page report offers practical guidance for urban districts on the effective design and implementation of choice plans and how to help public schools adapt to this environment. Particular attention is paid to strategies to assist those who typically do not benefit from choice lower-income families and schools experiencing enrolment decline.
Commissioned by SAEE with a $53,000 grant from the Donner Canadian Foundation, the research is associated with a larger study of choice in urban school districts funded by the Gates Foundation under principal investigator, Dr. Paul Hill.
